Rifman is the grandson of Palmach fighters on his mother's side and a ninth-generation native Israeli on his father's side. For much of his life, Rifman has been involved in educational and community activities. He began as a teenage instructor and leader in the youth movement in his community then leading the Shay Dromi public campaign, founding the Bnei Zion Leadership Seminary in Tel Aviv, Founding of the Hashomer Ha’Hadash organization where he currently serves as Deputy-Director for Education. The organization's mission is to help farmers, cattle growers, and other citizens working in agriculture, as well as guarding the open fields in the Negev and the Galilee. Rifman believes in Israeli society, is proud to belong to it, and hopes that its very complexity will be the basis for living together with true mutual responsibility for all.
Lives in Kibbutz Ma'ale Hahamisha, is married to Hadar and has three children: Yehuda-Dror, Ayala-Shani and Lavi-Shalom. Born in Kibbutz Revivim in the Negev Desert,
